I have tried to reach our city, but have not received a reply back to. If a person is a pet grooming business run from your house (rental), and as a seller of products for pets that person has a permit or a residence permit? In Alberta.

Absolutely. Contact your local Tax Commission. If you sell products, you have to buy from wholesalers who have a sales tax identification number. Go to IRS.gov and there are recipes for small businesses. Also visit the website and the Member States will provide information for small businesses.
